The ultimate in tough workers' negotiating occurred a couple years ago in Mexico City. The teachers' union camped out in a large city square in their annual ritual of demanding better pay/benefits, to eventually be negotiated down to a few extra pesos. The new president or mayor (forget which) called their occupation a threat to security and sent in the cops.
The teachers' union repelled the cops' attempts to forcibly break up the encampment, and beat them until they withdrew. Then the negotiations started.
