Sometimes it doesn't matter whether you do it well or not, you just catch heat for doing your job.
I tend to like Rahm and respect the position he's in. Has he been effective? Probably, if only because both sides of the political spectrum think he's gone the toher way too much. But in reality, his success is tied up in the success of his boss and how things turn out at the end of many policy days. In other words, he doesn't get enough control over many of the factors that determine his success or failure.
